Since its launch, the Top Talent Pass Scheme (TTPS) has become one of the most watched routes into Hong Kong for experienced professionals and recent graduates of leading universities. Each intake brings refinements, and 2026 is no exception. This note sets out, in plain terms, what applicants should understand before they apply.

What the scheme is for

The TTPS is designed to attract high-income earners and graduates of the world's top universities to live and work in Hong Kong. Unlike employment visas, it does not require a job offer before you arrive — the pass gives eligible individuals a period in which to find work or establish a business. That flexibility is the scheme's great attraction, and also the source of most misunderstandings.

The eligibility categories, briefly

Broadly, applicants qualify through one of a small number of routes: a high-income threshold met in the year before applying; graduation from an eligible top-tier university combined with recent work experience; or, for very recent graduates, degree attainment within a defined window. The precise income figure, the list of qualifying universities, and the treatment of recent graduates are the details most likely to move between intakes, so they should always be checked against the current published position rather than last year's guidance.

The pass gets you through the door. What you do in the months that follow is what determines whether the move actually works.

What applicants underestimate

Two things, in our experience. The first is documentation. A clean, well-ordered set of evidence — income, qualifications, identity — does more to smooth an application than any amount of narrative. The second is the settling-in period. The pass is time-limited, and the clock starts on arrival; applicants who treat it as a formality rather than a window to build a genuine footing can find themselves under pressure at renewal.

Preparing well

Before applying, it is worth being honest about the picture you present: does your income or qualification clearly meet the threshold, and can you evidence it without ambiguity? For families, the dependant arrangements should be considered in parallel rather than as an afterthought, so that everyone's status is coherent from the outset.

計劃的目的

高才通旨在吸引高收入人士及全球頂尖大學畢業生來港生活及工作。與受僱簽證不同,它並不要求申請人在抵港前已獲聘用——此通行證讓合資格人士獲得一段期間,以尋找工作或創業。這份彈性正是計劃的最大吸引力,亦是大多數誤解的來源。

合資格類別概要

大致而言,申請人透過少數途徑之一取得資格:於申請前一年達到高收入門檻;畢業於合資格頂尖大學並具備近期工作經驗;或就非常近期的畢業生而言,在指定期間內取得學位。具體的收入數字、合資格大學名單,以及對近期畢業生的處理方式,均屬最有可能於每輪申請之間變動的細節,因此應始終對照最新公布的情況核實,而非沿用去年的指引。

通行證讓您踏進門檻。其後數月的作為,才決定這次移居是否真正成功。

申請人容易低估之處

就我們的經驗而言,主要有兩點。其一是文件。一套清晰而條理分明的證明——收入、資歷、身份——比任何篇幅的陳述更能令申請順暢。其二是安頓期。通行證有時限,且自抵港起計;若申請人將其視作例行手續而非建立真正立足點的窗口,往往會在續期時面對壓力。

妥善準備

在申請前,值得如實審視您所呈現的情況:您的收入或資歷是否清楚符合門檻,並能否毫無含糊地佐證?就家庭而言,受養人安排應同步考慮,而非事後補救,使每位成員的身份自始即條理一致。
